A BILL FOR AN ACT
RELATING TO HUNTING.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 183D, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:
"§183D- No net loss of public hunting areas. (a) The department shall not reduce the total number of acres of public hunting area on any island of the State to less than the total number of acres that were designated as public hunting area on the respective island as of January 1, 2014.
(b) If land within a public hunting area becomes unavailable for hunting, the board shall designate as a public hunting area, an area of state land under the board's jurisdiction that:
(1) Is equal to or larger in size;
(2) Has wildlife habitat of equal or greater quality;
(3) As is reasonable under the circumstances, is in as close geographical proximity to; and
(4) Contains equal or greater means of access as,
the land that has become unavailable.
(c) The department shall provide to the legislature no later than twenty days prior to the convening of each regular session, an annual report that explains for public area hunting lands that have become unavailable for hunting, why the lands are unavailable and lands which have subsequently been designated by the board as public hunting areas to replace those unavailable lands.
(d) For the purposes of this section, "public hunting area" shall have the same meaning as defined in section 183D-4."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect on December 1, 2014.

Prohibits DLNR from reducing the net acreage of public hunting area on each island. Requires the BLNR to make comparable state land available for hunting upon the loss of land within a public hunting area. Requires the DLNR to submit an annual report. Effective December 1, 2014. (HB1902 HD1)
