A BILL FOR AN ACT

 

 

relating to human services.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the national and global economic crisis that began in the second half of 2008 caused significant economic problems for state departments and various industries in the State including airline, cruise ship, tourism, and construction industries.  The legislature also finds that the economic recession and declining tax revenues caused budget cuts for many state-provided services and that a substantial number of layoffs were reported by many Hawaii businesses and state departments statewide, including the agricultural sector and medical-services sector. 

     The purpose of this Act is to appropriate moneys for the hiring of     public assistance overpayment investigators and recovery workers to reduce the current outstanding balance of $50,000,000 in public welfare assistance overpayments.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2014-2015 for the hiring of     public assistance overpayment investigators and recovery workers in the benefit, employment, and support services office of the department of human services.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2014.
