A BILL FOR AN ACT

 

 

relating to transportation.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of transportation shall conduct a traffic study of the H-1 freeway, particularly from the H-1/H-2 merge to exit number 10 between the times of 5:30 a.m. to 8:30 a.m. for eastbound traffic and from 3:30 p.m. to 6:30 p.m. for westbound traffic on weekdays for the purpose of developing alternative traffic solutions and assessing the impact of future population growth.

     (b)  The department of transportation shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days before the convening of the regular session of 2015.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $50,000 or so much thereof as may be necessary for fiscal year 2014-2015 for a traffic study of the H-1 freeway for the purpose of developing alternative traffic solutions and assessing the impact of future population growth.

     The sum appropriated shall be expended by the department of transportation for the purposes of this Act.

SECTION 3.  The unexpended or unencumbered balance as of June 30, 2015, of any appropriation made by this Act shall lapse into the general fund.

     SECTION 4  This Act shall take effect on July 1, 2014.
