A BILL FOR AN ACT

 

 

RElating to the University of HAwaii.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The auditor shall conduct a financial audit of the University of Hawaii Manoa general and nongeneral funds and accounts whether established by statute or administratively.  The financial audit shall include:

     (1)  A detailed systemwide financial audit of all funds administered by the University of Hawaii Manoa campus;

     (2)  A financial audit of any special funds; and

     (3)  An analysis of each special fund, including a determination of whether the respective special fund satisfies the criteria established under section 23-11, Hawaii Revised Statutes, and an assessment of alternative forms of funding.

     (b)  The auditor shall include and report on the following in the audit:

     (1)  The total amount of general and tuition funds received and expended by the University of Hawaii to advance its mission and goals, and the purposes for which the funds were expended;

     (2)  Issues relating to the University of Hawaii's financial records and its system of accounting and internal controls;

     (3)  Issues relating to the University of Hawaii's strategic and financial plan, its budgeting process, and its process of forecasting future financial needs; and

     (4)  Any and all other matters that the auditor would normally undertake as necessary or appropriate in a systemwide financial audit.

     (c)  The board of regents of the University of Hawaii, the president of the University of Hawaii, their staff, and other relevant persons or agencies shall cooperate with and assist the auditor and shall provide the information requested by the auditor to fulfill the legislature's request.

     (d)  The auditor shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature not later than twenty days prior to the convening of the regular session of 2015.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2014-2015 for the auditor to conduct the financial audit.

     The sum appropriated shall be expended by the auditor for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2014.
