A BILL FOR AN ACT

 

 

MAKING AN APPROPRIATION FOR THE OFFICE OF COMMUNITY SERVICES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to make an appropriation to support the expansion of the state-funded immigrant resource centers, contracted by the office of community services with nonprofit service providers, to provide language-accessible direct information and referral services to new immigrants.

     SECTION 2.  (a)  The office of community services shall review all of the grants-in-aid requests submitted to and granted by the twenty-sixth legislature.  The review shall consider:

     (1)  The current process for solicitation and administration of the grants-in-aid programs;

     (2)  Whether it is feasible for the office of community services to handle the processing of all of the grants-in-aid requests;

     (3)  Whether the office of community services needs additional staffing to enable it to process all of the grants-in-aid requests; and

     (4)  Recommendations to streamline the grants-in-aid process.

     (b)  The office of community services shall submit a report to the legislature no later than twenty days prior to the convening of the regular session of 2015, outlining its findings, recommendations, and proposed legislation, if any, required under subsection (a).

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2014-2015 to the office of community services to support the expansion of the state-funded immigrant resource centers, contracted by the office of community services with nonprofit service providers, to provide language-accessible direct information and referral services to new immigrants.

     The sum appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2014.

Description:

Requires the Office of Community Services to review the current grants-in-aid process and all grants-in-aid submitted to and granted by the Twenty-sixth Legislature.  Requires a report on the grants-in-aid process.  Appropriates an unspecified amount to the Office of Community Services for fiscal year 2014-2015.  Effective July 1, 2014.  (HB1737 HD1)
