A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The director of labor and industrial relations shall convene a task force to examine the feasibility of establishing a pay forward, pay back program at the University of Hawaii to replace or augment the current system of charging students tuition and fees for enrollment.

     (b)  The task force shall comprise:

     (1)  The director of labor and industrial relations, who shall serve as the chairperson;

     (2)  The president of the University of Hawaii;

     (3)  The project manager of the economic research organization at the University of Hawaii;

     (4)  The chairperson of the board of education;

     (5)  The director of finance;

     (6)  The director of taxation; and

     (7)  Any other person whom the director of labor and industrial relations deems advisable for inclusion on the task force.

     (c)  The task force shall consider whether the implementation of a pay forward, pay back program at the University of Hawaii would:

     (1)  Provide more students the opportunity to pursue post-secondary education; and

     (2)  Significantly contribute to work force development within the State.

     (d)  For purposes of this section, "pay forward, pay back" means a system in which Hawaii residents enrolled at the University of Hawaii pay no tuition or fees and sign binding contracts to pay the State or the university a percentage of the student's adjusted annual gross income, upon graduation from any university system campus, for a period of years.

     SECTION 2.  The task force shall submit a written report of its findings and recommendations, including any proposed pilot program details and any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2015.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $       or so much thereof as may be necessary for fiscal year 2014-2015 for the task force established pursuant to this Act to examine the feasibility of establishing a pay forward, pay back program at the University of Hawaii.

     The sum appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2014.
