A BILL FOR AN ACT
relating to the state capitol.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that gender neutral restrooms are common in other countries and reduce governmental operating costs.
The purpose of this Act is to establish a pilot program to convert specified restrooms at the state capitol for use by either gender and to serve as a model for other public buildings in the State.
SECTION 2. (a) There is established within the department of accounting and general services a one-year pilot program to commence on July 1, 2014, and to terminate on June 30, 2015, to convert specified restrooms at the state capitol for use by either gender.
(b) The senate president shall designate at least one of the four public restroom facilities on the second floor of the state capitol to serve as a gender neutral restroom facility during fiscal year 2014-2015.
(c) The speaker of the house of representatives shall designate at least one of the four public restroom facilities on the third floor of the state capitol and at least one of the four public restroom facilities on the fourth floor of the state capitol to serve as gender neutral restroom facilities during fiscal year 2014-2015.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2014-2015 for the conversion of public restroom facilities at the state capitol for gender neutral use.
The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2014, and shall be repealed on June 30, 2015.
