A BILL FOR AN ACT
relating to legislative oversight of papahanaumokuakea.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The Hawaii Revised Statutes is amended by adding a new chapter to be appropriately designated and to read as follows:
"Chapter
Legislative oversight
§ -1 Papahanaumokuakea
legislative inspection committee; established. (a) There is
established the Papahanaumokuakea legislative inspection committee. In
furtherance of the State's role as a co-trustee of the Papahanaumokuakea Marine
National Monument as described in the 2006 Presidential Proclamation creating
the national monument and Monument Management Plan, the committee shall conduct
a site inspection of the Papahanaumokuakea Marine National Monument once every
three years for the purpose of monitoring the environmental protection of the
site and its sustainable and fiscally responsible management.
(b) The committee shall be composed of:
(1) The chairs of the standing committees of both houses of the legislature whose subject matter relates to Hawaiian affairs and water, land, and ocean marine resources, who shall serve as the co-chairs of the committee;
(2) Members of the standing committees of both houses of the legislature whose subject matter relates to Hawaiian affairs and water, land, and ocean marine resources;
(3) The member of the house of representatives who represents the district encompassing the Papahanaumokuakea Marine National Monument; and
(4) The member of the senate who represents the district encompassing the Papahanaumokuakea Marine National Monument.
(c) The department of land and natural resources and other relevant state agencies shall assist the committee with coordination of its site visits."
SECTION 2. This Act shall take effect upon its approval.
