A BILL FOR AN ACT

 

 

making an appropriation for a harbor master at maunalua bay.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that public beach parks and boat ramps have experienced exponential usage over the past ten years and Maunalua bay in Hawaii Kai is one of the busiest beach parks in the State with multiple competing bay users.

     The Maunalua bay launch ramp facility is the only public boat ramp between the Ala Wai small boat harbor and the Kailua boat ramp.  Maunalua bay experiences heavy water traffic including canoers, kayakers, snorkelers, jet skiers, stand-up paddlers, fishermen, swimmers, "party boats" and "barges."  Additionally, it has been subject to abandoned vessels and the tragic death of seventeen-year-old Keahihoku Lum who was struck by a boat while diving near Portlock.

     It is especially overcrowded and bay users are often at each other's throats due to insufficient staffing resources at the department of land and natural resources.

     The purpose of this Act is to appropriate funds for a full time harbor master at the Maunalua bay launch ramp facility in order to enforce and monitor current law and administrative rules, and improve safety.

      SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $     or so much thereof as may be necessary for fiscal year 2013-2014 for a full-time equivalent harbor master for the Maunalua bay launch ramp facility.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2013.
