RELATING TO HEALTH. Requires a county to investigate and notify the Department of Health if a report is made about a possible nuisance involving air pollution. Clarifies air-polluting nuisances. Gives the Director of Health the authority to enter a building or place and investigate reports of air-polluting nuisances. (HB754 HD1)

RELATING TO EMERGENCY MANAGEMENT. Recodifies Hawaii's emergency management statutes by updating the statutes, clarifying the relationship between the state and county emergency management agencies, and delineating the emergency management functions and powers of the Governor and mayors. RELATING TO THE KAHOOLAWE ISLAND RESERVE. Clarifies that any equipment, article, instrument, aircraft, vehicle, vessel, business record, or natural resource used or taken in violation of the rules applicable to the Kahoolawe Island Reserve may be seized and subject to forfeiture pursuant to section 199-7 and chapter 712A, Hawaii Revised Statutes.

RELATING TO EDUCATION. Increases the General Excise Tax and Use Tax in certain instances by an unspecified amount. Directs the deposit of tax revenue into an unspecified account for unspecified purposes. Effective January 20, 2020. (HB1368 HD1)

RELATING TO SMOKING. Exempts bars and nightclubs that hold dispenser or cabaret licenses to allow smoking by posting "smoking permitted" signs. Provides that county ordinances shall not prohibit or restrict smoking in these establishments.
