RELATING TO COASTAL ZONE MANAGEMENT.

Adds a new section to part II of chapter 205A, Hawaii Revised Statutes, to provide a process for state consistency review and certification for development by a state agency on state land within the special management area.  After a notice of state consistency certification is published in the periodic bulletin by the Office of Environmental Quality Control, or upon issuance of federal consistency, a development by a state agency on state land shall be allowed within a special management area without obtaining a special management area permit or shoreline setback variance as otherwise required by chapter 205A.

RELATING TO PUBLIC SCHOOL REDEVELOPMENT.

Establishes framework for the development of twenty-first century schools through the redevelopment of public school lands by the Hawaii Community Development Authority.

RELATING TO WATER.

Establishes a one-year pilot program requiring DAGS, DOT, and DLNR to implement irrigation water conservation best management practices, as established by the Landscape Industry Council of Hawaii.  Requires DAGS, DOT, and DLNR to submit a report regarding the results of the pilot program.  Effective 07/01/2013.

RELATING TO CEDED LANDS.

Requires the Department of Land and Natural Resources to conduct an audit of all state-held lands and an inventory of ceded lands, and report to the Legislature prior to the convening of the 2014 session.

RELATING TO MEDICAL MARIJUANA.

Requires medical marijuana dispensaries to register their agents and their business with the department of health by submitting an application and fee.  Transfers departmental jurisdiction of the medical marijuana laws from the department of public safety (DPS) to the department of health (DOH) and requires DPS to assist with the transfer.  To facilitate the transfer, requires the DPS to continue to maintain a verification service to confirm registration that is accessible 24/7 to the DOH.

RELATING TO THE TRICARE PROGRAM.

Extends the general excise tax exclusion for amounts received by a managed care support contractor of the TRICARE program for the actual cost or advancement to third party health care providers pursuant to a contract with the United States.

Restricts reimbursement of repackaged prescription drugs and compound medications to amounts comparable to that of retail pharmacies under state law.

RELATING TO AGRICULTURAL LANDS.

Prohibits wind energy facilities on agricultural lands on the islands of Molokai and Lanai.  Prohibits wind energy facilities that are visible from or are within 2 miles of any residential subdivision.  Prohibits excessive noise pollution from wind energy facilities on class A or B agricultural lands.

RELATING TO THE COUNTY SURCHARGE ON STATE TAX.

Reduces the amount deducted from the county surcharge on state tax to reimburse the State for costs of assessment, collection, and disposition from 10% to 5%.

RELATING TO RENEWABLE ENERGY.

Provides tax credit rates and certification requirements for various renewable energy technologies.  Requires an annual report from Department of Taxation and a 2017 study from the Department of Business, Economic Development and Tourism.
