Requires DBEDT to establish a hydrogen fueling station demonstration project in the counties.

Requires that all loading operations of oil petroleum, petroleum products, and other non-miscible lighter-than-water substances in any state harbor must be surrounded by containment devices.

Appropriates funds to the DOT to study and develop a training program regarding the potential risks involved and precautionary measures needed for emergency personnel who are called to emergency situations involving an electric vehicle.
