RELATING TO HIGH TECHNOLOGY. Requires the University of Hawaii to extend the current land lease with the high technology development corporation for no less than 25 years from the date of expiration of the existing lease.

RELATING TO HYDROGEN FUELING STATIONS. Requires DBEDT to establish a hydrogen fueling station demonstration project in the counties.

RELATING TO THE ENVIRONMENT. Requires that all loading operations of oil petroleum, petroleum products, and other non-miscible lighter-than-water substances in any state harbor must be surrounded by containment devices.

RELATING TO ELECTRIC VEHICLES. Appropriates funds to the DOT to study and develop a training program regarding the potential risks involved and precautionary measures needed for emergency personnel who are called to emergency situations involving an electric vehicle.

RELATING TO THE PUBLIC UTILITIES COMMISSION. Inserts new position titles within existing statutes describing the civil service status of Public Utilities Commission staff and repeals existing position staff descriptions for the Commission under Act 177, Session Laws of Hawaii 2007.

RELATING TO MORTGAGE SERVICERS. Authorizes the Commissioner of Financial Institutions to conduct examinations and investigations and adjust the fees for mortgage servicer licensees to use NMLS.
