Establishes prohibitions, penalties, and fines for knowingly selling aquatic life for aquarium purposes taken from waters within the jurisdiction of the State. Requires an aquarium permit to take marine or freshwater nongame fish and other aquatic life for aquarium purposes. Imposes new standards for aquarium permit issuance determinations. Prohibits the sale or offering for sale of aquatic life taken under an aquarium fish permit, including for aquarium purposes.

RELATING TO HAWAIIAN LANGUAGE. Designates the month of February as "Olelo Hawai‘i Month" to celebrate and encourage the use of Hawaiian language. Requires that all letterheads, documents, symbols, and emblems of the State and other political subdivisions include accurate and appropriate Hawaiian names and language. Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation. Clarifies that the full text of bills and other official documents are not required to be written in Hawaiian and that misspelled or incorrectly punctuated Hawaiian words and names shall not invalidate the documents or render them unenforceable and no cause of action shall arise accordingly.

Prohibits anyone under years of age from operating a skateboard in a public skateboard park unless the person is wearing a properly fitted and fastened helmet that meets specified standards. RELATING TO NAMED OPERATOR EXCLUSION. Authorizes a named operator exclusion to enable a named insured to exclude specified persons from being covered under a motor vehicle insurance policy. Provides that a named insured that has rejected in writing the offer of uninsured motorist coverage under a motor vehicle insurance policy, or who has knowingly allowed the operation of a motor vehicle by a person excluded as a designated operator, shall not be entitled to the rights of claim and action against the assigned insurer, with reference to the mandatory bodily injury liability policy for accidental harm. Disqualifies the coverage to an excluded operator of a motor vehicle for an accident out of which the excluded operator's accidental harm arose.

Removes duplicative and unnecessary requirements for insurance identification cards and safety inspection requirements. Establishes a uniform standard for disclosure for condominium projects, cooperative housing corporations, and other community associations and clarifies the types of documents that are required to be disclosed. Amends section 471-2, HRS, to prohibit the owner of an animal, and the owner's employees, from performing any surgical procedure, including but not limited to surgical birth, ear cropping, tail docking, and debarking on the animal without being licensed as a veterinarian. Makes intentionally or knowingly performing any surgical procedure, including but not limited to surgical birth, ear cropping, tail docking, and debarking, on a pet animal by any person not licensed as a veterinarian pursuant to section 471-2, HRS, guilty of a class C felony. Amends section 711-1108.5, HRS, to specify that accepted veterinary practices and cropping or docking as customarily practiced, shall not be considered cruelty to animals in the first degree if performed by a veterinarian licensed under chapter 471, HRS.
