RELATING TO A FINANCIAL REVIEW BY THE OFFICE OF HAWAIIAN AFFAIRS OF COMPLIANCE WITH SECTION 5 OF ACT 178, SESSION LAWS OF HAWAII 2006. Authorizes the office of Hawaiian affairs to conduct a financial review of the State's compliance with section 5 of Act 178, Session Laws of Hawaii 2006.

RELATING TO THE KAHOOLAWE ISLAND RESERVE. Clarifies that any equipment, article, instrument, aircraft, vehicle, vessel, business record, or natural resource used or taken in violation of the rules applicable to the Kahoolawe Island Reserve may be seized and subject to forfeiture pursuant to section 199-7 and chapter 712A, Hawaii Revised Statutes.

RELATING TO BEACH NOURISHMENT. Appropriates funds for the environmental impact statement associated with the planned beach nourishment project at Kaanapali beach on the island of Maui; provided that no funds shall be expended unless matched dollar-for-dollar with private funds.

RELATING TO OCEAN RESOURCES. Deletes the "one-gallon per person per day" exception to the prohibition against the removal of sand and other beach or marine deposits, except for materials inadvertently taken, such as those carried away on the body, clothes, toys, recreational equipment, and bags, from the shoreline area or seaward of the shoreline. Creates an exemption for public emergencies and traditional cultural practices.

RELATING TO THE NATURAL AREA RESERVES SYSTEM COMMISSION. Amends the composition of the Natural Area Reserves System Commission by adding a member possessing a background in native Hawaiian traditional and customary practices, and removing the Superintendent of Education as a member.

RELATING TO SMALL BOAT HARBORS. Requires DLNR to accommodate mooring of native Hawaiian canoes owned by nonprofit entities and used for educational purposes in small boat harbors, as practicable.

RELATING TO TRANSIENT ACCOMMODATIONS TAX. Directs one per cent of the revenues collected under the transient accommodations tax to the state parks special fund for CIP and repair and maintenance by the division of state parks and a portion of the one per cent to the division of boating and ocean recreation for CIP and repair and maintenance.

RELATING TO TRANSIENT ACCOMMODATIONS TAX. Reallocates portions of TAT revenues deposited into tourism special fund to state parks special fund, special land and development special fund, and conservation and resources enforcement special fund.
