RELATING TO CONSERVATION.

Requires applicants for aquarium fish permits to specify in their application the species to be collected and the collection areas.  In the case of indigenous species, the issuance or renewal of aquarium fish permits is prohibited unless a population survey has been conducted and the department has determined that the population of the indigenous species to be collected is sustainable in the collection areas specified in the application.

RELATING TO THRILL CRAFT.

Allows thrill craft to be used to conduct ocean cleanup activities.  Requires the department of land and natural resources to adopt rules to implement such use of thrill craft.

RELATING TO WATER CONSERVATION.

Prohibits certain applications of gray water for landscape irrigation purposes.  Encourages the department of health and the counties to promote widespread use of gray water in the interests of water conservation.  Clarifies that guidelines for the use of gray water for irrigation purposes shall be liberally construed so as to allow widespread use of gray water.

RELATING TO ENVIRONMENTAL MITIGATION.

Requires DLNR to establish an environmental mitigation program and to enact rules to allow landowners within the State to establish conservation and mitigation banks for purposes of conserving habitat for fish, wildlife, and plants.
