RELATING TO INFANT MORTALITY PROGRAM.

Creates the Comprehensive Infant Mortality Reduction Program.  Clarifies the role of the Department of Health in establishing, administering, and maintaining a statewide, comprehensive infant mortality reduction program.  Addresses departmental duty to provide information to facilities, and provides duty to provide patients and report to departments, certain birth information.  Appropriates unspecified funds.  Creates a task force that is to be convened by the department of health to study and make recommendations on elective pre-term deliveries and point of care newborn screening.  Takes effect January 1, 2050.  Parts I through IV of the Act take effect January 1, 2015.  (SD1)

RELATING TO CAMPAIGN SPENDING.

Creates public funding program of candidates for the offices of state representative.  Exempts the offices of governor, lieutenant governor, state senator, and state representative from the scope of the partial public financing law.  Appropriates funds to the campaign spending commission to prepare for the public financing of elections in 2016.  Effective July 1, 2050.  (SD1)

RELATING TO OPEN DATA.

Requires executive branch departments to make electronic data sets available to the public.  Absolves the State from liability for certain deficiencies or incomplete data.  Requires the Chief Information Officer to develop policies and procedures to implement the open data initiative.  Appropriates $100,000 for departments and agencies to provide open data coordinators to implement the purposes of this Act.  (SD1)

RELATING TO THE LEGISLATIVE BROADCAST PROGRAM.

Requires the legislative broadcast program to make an audio or audiovisual recording of all public hearings and informational briefings held at the State Capitol, and maintain an archive of the recordings to be made available to the public.  Appropriates $3,000,000 to be shared equally between the senate and the house of representatives.  Effective July 1, 2030.  (SD1)

RELATING TO HAWAIIAN LANGUAGE.

Requires that all letterheads, symbols, and emblems of the State and counties include that include accurate and appropriate Hawaiian names and language.  Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation.  Takes effect 7/1/2014.  (SD1)

Establishes the Waipio Valley Advisory Commission to advise the Department of Land and Natural Resources on the development of a long-term plan for ensuring the proper stewardship, preservation, and maintenance of Waipio Valley.  Appropriates funds for the design and construction of flood damage reduction and stream stabilization in Waipio Valley.  Effective July 1, 2020.  (HB414 HD2)

RELATING TO THE ACQUISITION OF RESOURCE VALUE LANDS.

Requires DLNR, in consultation with the Hawaiian Islands Land Trust and notwithstanding board approval, to engage in efforts to acquire the parcel of land located at Lipoa Point, identified as TMK 2-4-1-001-010-0000.  Requires the DLNR to ensure to the maximum extent possible that the seller of the land uses the proceeds of the sale to benefit the pension plan of retirees of the Maui Land and Pineapple Company, Inc.  Authorizes the issuance of general obligation bonds and makes an appropriation for the land acquisition.  (SD1)
