RELATING TO WORKFORCE DEVELOPMENT. Establishes the Hawaii agriculture workforce advisory board to promote agricultural self-sufficiency in the State. Appropriates funds to establish and support the Hawaii agriculture workforce advisory board. Effective 07/01/2030. (SD1)

RELATING TO ECONOMIC DEVELOPMENT. Part I extends the sunset date of the HTIC from 2013 to 2018 and changes the composition of the HTIC's board of directors. Part II establishes the public-private partnership authority (PPPA); requires the PPPA to initiate pilot projects; appropriates an unspecified sum for the PPPA; and repeals on 07/01/2018. (SD1)

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY. Allows NELHA to enter into inter-agency agreements with DBEDT without a memorandum of agreement or memorandum of understanding. Specifies terms that are required in any contract between NELHA and state agencies. (SD1)

RELATING TO AFFORDABLE HOUSING URBAN GARDENING. Authorizes the Hawaii Housing Finance and Development Corporation and Hawaii Community Development Authority to develop programs that provide incentives for the development of housing projects that incorporate urban gardening programs. (HB560 HD1)

RELATING TO CREATIVE MEDIA DEVELOPMENT. Establishes a Workforce Development Training Program that provides wage reimbursement for on-the-job training by entities who receive a Motion Picture, Digital Media, and Film Production Tax Credit. Deletes Internet-only distribution exclusion for advertising; clarifies definitions of qualified production costs; and extends the sunset date of the Tax Credit to January 1, 2025. Appropriates funds for the Training Program. (SD1)

RELATING TO EMERGENCY RESPONSE VEHICLES. Establishes an emergency response vehicle noise task force to determine the impact of the emergency response vehicle sirens in terms of excessive noise, the effect on public safety, and the relative effectiveness of the use of emergency lights instead of the use of sirens at night. RELATING TO NATIVE WILDLIFE. Amends section 128D-2, Hawaii Revised Statutes, to allow the environmental response revolving fund to be used to support the operations of an environmental disaster standby and response facility in the State that shall be responsible for the recovery and rehabilitation of native wildlife that are sickened, injured, or contaminated as a result of an oil or fuel-related disaster in the State. RELATING TO TAXATION. Provides a taxpayer who hires an individual with a disability with a nonrefundable income tax credit at fifty per cent of qualified wages for the six-month period for which the individual is initially hired by the taxpayer. Effective July 1, 2030. (SD1)

RELATING TO HIGHER EDUCATION. Amends section 304A-105(b), HRS, to require all University of Hawaii procurements for construction, including consultant services necessary for construction, to be subject to the control of, and performed by, the department of accounting and general services on behalf of the University, subject to certain requirements. Requires a report on the impacts of and compliance with the amendments to section 304A-105(b), HRS, to the legislature. Repeals the amendments to section 304A-105(b), HRS, on July 1, 2015. Establishes an independent audit committee within the board of regents of the University of Hawaii. (SD1)

RELATING TO THE REGENTS CANDIDATE ADVISORY COUNCIL. Amends the form and function of the candidate advisory council for the board of regents of the University of Hawaii. Repeals section 304A-104.5, Hawaii Revised Statutes. (SD1)
