Appropriates an unspecified amount of funds for the environmental impact statement associated with the planned beach nourishment project at Kaanapali beach on the island of Maui; provided that no funds shall be expended unless matched dollar-for-dollar with private funds. MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM FROM THE ENERGY SECURITY SPECIAL FUND. Makes an emergency appropriation in an unspecified amount from the Energy Security Special Fund to staff and support the Hawaii Refinery Task Force. (SD1)

RELATING TO HUMAN TRAFFICKING. Requires certain establishments to post in a conspicuous place a poster that provides specified information relating to human trafficking and the National Human Trafficking Resource Center hotline. Establishes penalties for violations of the poster requirement. Allows the department of labor and industrial relations to obtain assistance from other state or county agencies for the purposes of implementing and enforcing this Act. (SD1)

RELATING TO FAMILY COURT. Clarifies the appointment requirements and qualifications for child custody evaluators. Requires the Judiciary to establish a referral process regarding a child custody evaluator appointed by the court. (SD1)

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Makes the five regional chief executive officers on the Hawaii Health Systems Corporation (HHSC) Board, ex-officio, nonvoting members. Adds five regional system board members appointed by the governor to serve as voting members on the HHSC Board. (SD1)

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Establishes a task force to study, among other things, the feasibility of allowing the operations of the Hawaii Health Systems Corporation regional systems and their facilities to transition to public-private partnership status. Requires report to the Legislature prior to the 2014 Regular Session. Task force ceases to exist on June 30, 2015. (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Amends provisions governing the public employee pension and retirement system, to preserve the tax-qualified status of the Employees' Retirement System and to clarify the application of chapter 88 to civil unions. Effective July 1, 2030. (HB808 HD1)

RELATING TO VIDEOCONFERENCING. Requires both chambers of the Legislature to implement rules to enable the Legislature to receive live oral testimony from the neighbor islands through audio or audiovisual technology. Requires each chamber to seek out agency sites that have audio or audiovisual capability that could be used for live testimony. Appropriates funds to establish audiovisual systems throughout the State. (HB358 HD1)

RELATING TO WASHINGTON PLACE. Designates the Department of Accounting and General Services as the entity responsible for management and operations of Washington Place and establishes a trust fund for its operations. Effective 7/1/2030. (HD2)
