RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST A PROCESSING ENTERPRISE.

Authorizes the issuance of special purpose revenue bonds to assist Sunrise Capital, Inc. in protecting its shrimp hatchery facility and its salt water well and relocating them further inland to avoid shoreline erosion.  Effective July 1, 2013.  (HB1388 HD1)

RELATING TO TIMESHARE CONVEYANCES.

Creates a new chapter to authorize the governor to appoint commissioners of deeds to administer oaths, take acknowledgements, and take proofs of execution outside of the United States in connection with the execution of conveyance documents relating to a timeshare interest, any property subject to a time share plan, or the operation of a time share plan covering any property located within the State.  Requires written notice to be provided to consumers.  Establishes bonding requirements, penalties, and liabilities for commissioners of deeds.  (SD1)

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FROM THE NURSING FACILITY SUSTAINABILITY PROGRAM SPECIAL FUND.

Appropriates the sum of $12,000,000, or so much thereof as may be necessary for fiscal year 2012–2013, out of the Nursing Facility Sustainability Program Special Fund with such moneys to be used consistent with the Nursing Facility Sustainability Program Special Fund, including the reimbursement of moneys advanced for those purposes in fiscal year 2012-2013 from the health care payments program (HMS 401).

Requests the financial assistance advisory council to assist the department of human services in proposing recommendations to restructure the welfare payment system and report any findings to the legislature.  (SD1)

RELATING TO AGING AND DISABILITY RESOURCE CENTERS.
