Imposes a conveyance tax on the conveyance of a controlling interest of an entity with an interest in real property in the State.  Applies to conveyances occurring after 6/30/14. (Proposed SD1)

RELATING TO TAXATION.

Repeals the temporary increase in income tax rates established by Act 60, SLH 2009, one year ahead of schedule by changing the sunset date of the increased tax rates from December 31, 2015, to December 31, 2014.  Changes income tax rates after December 31, 2014.  Effective January 1, 2030.  (HB694 HD1)

RELATING TO EMPLOYMENT SECURITY LAW.

Prohibits noncharging of an employer's account when the employer (or agent) is at fault and imposes a fifteen per cent penalty on fraudulent benefit overpayments effective October 1, 2013; provides for deductions from federal income tax refunds to recover delinquent debts effective April 1, 2013; and allows the withdrawal of fees from the unemployment trust fund effective April 1, 2013

RELATING TO EMPLOYMENT AND TRAINING ASSESSMENT.

Beginning January 1, 2013, exempts the employment and training assessment on contributory employers with zero per cent and the maximum rate according to the applicable contribution rate schedule in section 383-68.
