RELATING TO INCOME TAX. Increases from $5 to $10 the amount of authorized income tax check-off that may be designated payable from an individual's state income tax refund to certain special funds or accounts. Permits designation of check-off in the amount of $5 or $10 to the special funds or accounts specified. Effective 7/01/2030. (HD1)

RELATING TO OFFERS IN COMPROMISE. Requires offers in compromise submitted to the department of taxation to be accompanied by certain payments. (HD1)

RELATING TO TAXATION. Exempts charitable income tax deductions from the itemized deduction caps. Effective 07/01/2030. (HD1)

RELATING TO STATE FUNDS. Amends criteria to be used in establishing and evaluating new special or revolving funds, requiring link between benefits sought and charges on users, and a clear link between program and revenue source. Effective 07/01/2030. (HD1)
