RELATING TO ENERGY RESOURCES. Requires appropriate county permitting agency to receive and process application for waivers for installation of solar water heating systems. Requires county councils to establish procedures and standards by which their respective county permitting agencies approve, disapprove, or approve with conditions. Clarifies existing application procedures. (SD1)

RELATING TO EDUCATION. Amends or repeals various provisions of Chapter 302A, Hawaii Revised Statutes, for housekeeping and other purposes. Effective 7/1/2050. (SD1)

RELATING TO PUBLIC HOUSING. Authorizes the Hawaii public housing authority to establish the resident programs and services trust fund, to be administered by the authority. (SD1)

RELATING TO LONG TERM CARE. Requests the executive office on aging of the department of health to conduct an education and awareness campaign on long term care and have the campaign independently evaluated. Appropriates funds.

RELATING TO HEALTH. Requires the department of health's emergency medical services and injury prevention system branch to establish and maintain a statewide fall prevention and early detection program and appropriates funds for the program. (SD1)

RELATING TO THE STATE BUILDING CODE COUNCIL. Reconfigures the membership of the state building code council by eliminating members from the department of health and department of labor and industrial relations, and adding members from the Building Industry Association; General Contractors Association; Hawaii Construction Alliance; Subcontractors' Association of Hawaii; department of business, economic development, and tourism; department of accounting and general services; Hawaii Building and Construction Trades Council; and American Council of Engineering Companies. Changes the requirements for a quorum from six to seven. Eliminates the council's obligation to consult with private sector representatives regarding construction practices and training. Makes an appropriation. (SD1)

RELATING TO LABOR. Increases minimum wage to $8.25 starting 07/01/13, $8.75 starting 07/01/14, and $9.25 starting 07/01/15 and ending 06/30/16. Authorizes the department of labor and industrial relations to adjust the minimum hourly wage thereafter in accordance with the consumer price index. (SD1)

RELATING TO WAGES. Requires employers to provide employees with specific wage and employer information in employees' pay records; requires employers to maintain accurate and timely wage recordkeeping. Effective 07/01/50. (SD1)

RELATING TO DENTAL HEALTH. Requires the director of health to participate in the national oral health surveillance system. Permits dental hygienists to apply preventative sealants, in consultation with a licensed dentist, in a school-based dental sealant program or federally qualified health center. Requires the department of health to establish and administer a school-based dental sealant program in a high-need demonstration school and report to the legislature about the department's efforts to prioritize prevention of tooth decay. Appropriates funds to establish and administer a school-based dental sealant program in a high-need demonstration school, including plans to implement the program on a statewide level. Takes effect 1/1/2054; repeals 1/1/2057. (SD1)

RELATING TO HEALTH. Requires the department of health to post on its website reports of all inspections at state-licensed care facilities by January 1, 2015; provided that any report that includes a violation be removed from the website after three years. (SD1)

RELATING TO MAUNA KEA STATE RECREATIONAL AREA. Transfers in fee simple Mauna Kea state recreational area to the county of Hawaii on 1/1/2014. (SD1)

RELATING TO HEALTH. Establishes an emergency services patient advocate program to provide assistance to and advocate on behalf of individuals receiving emergency medical care. Requires the department of health to adopt rules related to implementation of the program. (SD1)

RELATING TO HIGHWAY SAFETY. Establishes a three-year pilot photo red light imaging detector system program. Authorizes counties to administer the program. Makes other amendments regarding highway safety. Effective 7/1/2050. Repeals 7/1/2016. (SD1)

RELATING TO WATER. Establishes a two-year pilot program requiring DAGS, DOT, and DLNR to implement irrigation water conservation best management practices, as established by the Landscape Industry Council of Hawaii. RELATING TO PEDIATRIC DENTAL HEALTH COVERAGE. Requires the Hawaii health connector to ensure that all individuals under age nineteen purchase Federal Act essential benefits including pediatric dental coverage under a health plan. (SD1)

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Permits the regional systems of the Hawaii health systems corporation and their health facilities to transition to non-public status. Effective 01/01/2050. (SD1)

RELATING TO ECONOMIC DEVELOPMENT. Re-enacts the tax credit for qualified research activities to apply to taxable years from 2010 to 2017. Adds, amends, and deletes definitions. Establishes new reporting requirements. Requires DBEDT to conduct studies to measure the effectiveness of the tax credit and submit reports to the legislature. (SD1)

RELATING TO BANYAN DRIVE. Requires by legislative mandate that certain specified properties associated with Banyan Drive in Hilo be turned over by the department of land and natural resources to the county of Hawaii on 1/1/14. (SD1)
