RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Clarifies the power of the Hawaii public housing authority to sell, lease, rent, hold, maintain, use, and operate certain properties. Authorizes the authority to receive all gifts provided they benefit public housing residents. Requires that the acceptance of gifts with an estimated value of $1,000 or more be approved or confirmed by the board. Authorizes the authority to use volunteer services. Exempts the authority from various state laws for the use of volunteer services.

RELATING TO DEVELOPMENT OF PUBLIC HOUSING. Authorizes the Hawaii public housing authority to develop public housing projects. Authorizes the Hawaii public housing authority to develop commercial and industrial properties in connection with the development of public housing dwelling units.

RELATING TO THE HOUSING LOAN AND MORTGAGE PROGRAM. Updates the Hula Mae Single Family mortgage loan program to allow for broader program participation by potential homeowners, add downpayment assistance as a program feature, and make housekeeping and conforming amendments.

Appropriates the sum of $43,000,000, or so much thereof as may be necessary for fiscal year 2012–2013, out of the Hospital Sustainability Program Special Fund with such moneys to be used consistent with the Hospital Sustainability Program Special Fund, including the reimbursement of moneys advanced in fiscal year 2012-2013 from the health care payments program (HMS 401).

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FROM THE NURSING FACILITY SUSTAINABILITY PROGRAM SPECIAL FUND. Appropriates the sum of $12,000,000, or so much thereof as may be necessary for fiscal year 2012–2013, out of the Nursing Facility Sustainability Program Special Fund with such moneys to be used consistent with the Nursing Facility Sustainability Program Special Fund, including the reimbursement of moneys advanced for those purposes in fiscal year 2012-2013 from the health care payments program (HMS 401).

RELATING TO THE COLORECTAL CANCER SCREENING PILOT PROGRAM. Establishes a two-year Hawaii colorectal cancer screening pilot program using the Hawaii comprehensive breast and cervical cancer control program as a model. Appropriates funds for the pilot program. Repeals on June 30, 2017. (SD1)

RELATING TO EMERGENCY MEDICAL SERVICES. Appropriates funds out of the emergency medical services special fund to establish and fund a twenty-four-hour, seven-days-a-week, special emergency medical response vehicle unit based in the Maalaea area on Maui, including acquisition of a vehicle, equipment, and personnel costs, that is appropriately staffed at all times by a state licensed paramedic and equipped with all appropriate life-saving, emergency response equipment. Permits the county of Hawaii to appropriate the county's share of fuel tax revenue for the maintenance of substandard private subdivision roads that are used by the public. Provides that neither the State nor the county shall be required to install infrastructure improvements if the roads are thereafter sold to a private entity. Sunsets 6/30/18.
