RELATING TO IMPACT FEES.

Requires the assessment and collection of impact fees prior to the issuance of a water meter.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Requires legislative approval by simple majority vote of a concurrent resolution by both houses for any amendment or exception to the Kakaako final mauka area plan and makai area plan adopted by the Hawaii Community Development Authority.

Status

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Limits the prohibition on the sale of Kakaako community development district lands by HCDA to Kakaako makai lands.  Requires the HCDA to determine the costs and benefits of selling and purchasing certain properties, except makai lands, within the Kakaako community development district and report to the legislature.

Status

RELATING TO PROPERTY NUISANCE.

Creates a private right of action against any person who maintains a residentially zoned property that is found in violation of a state law or rule, or county ordinance three or more times within three years, and that causes injury or damage to the person or property of another person.  Provides for exceptions.

Status

RELATING TO PRIVATE TRANSFER FEES.

Makes permanent the prohibition of private fees for a future transfer of real property.

Status

RELATING TO LAND USE.

Requires the office of planning to establish a detailed land classification of overall (master) productivity ratings every 20 years, beginning in 2014.

Status

RELATING TO IOLANI PALACE.

Phases out parking of motor vehicles on the grounds of Iolani Palace.  Requires DAGS to remove the blacktop, parking area, and parking meters adjacent to Iolani Palace.  Requires DLNR to develop and maintain a pedestrian area adjacent to Iolani Palace.  Requires DAGS and DLNR to report cost analysis to the legislature.

Persons wishing to offer comments should submit testimony by 5:00 pm on Sunday, February 3, 2013.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

At the request of the Chair, please limit testimony to 3 minutes, additional time may be granted at the discretion of the Chair.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
