RELATING TO SEWER SYSTEMS SERVICING ON HAWAIIAN HOME LANDS. Clarifies and confirms counties' ownership of and responsibility for certain existing sewer transmission lines and facilities servicing Hawaiian Home Lands. Requires the counties to accept dedication of and to own, operate, improve, maintain, and repair certain other sewer transmission lines and other sewerage facilities servicing Hawaiian home lands.

RELATING TO COVENANTS. Authorizes the counties to enact ordinances or adopt rules to enforce covenants that run with the land and impose standards regarding use, maintenance, landscaping, and setbacks.

RELATING TO LANDOWNERS' LIABILITY. Deletes the phrase "other than lands owned by the government" in the definition of "land" covered by chapter 520, HRS, the State's landowners' liability law.

RELATING TO LIMITED LIABILITY FOR MOUNTAIN CLIMBING, ROCK CLIMBING, RAPPELLING, AND BOULDERING ON GOVERNMENT LAND. Clarifies that no public entity or public employee shall be liable to any person for injury or damage sustained on government land when engaged in mountain climbing, rock climbing, rappelling, and bouldering.

RELATING TO THE NATURAL AREA RESERVES SYSTEM COMMISSION. Amends the composition of the Natural Area Reserves System Commission by adding a member possessing a background in native Hawaiian traditional and customary practices, and removing the Superintendent of Education as a member.

RELATING TO WAIPIO VALLEY. Establishes the Waipio valley advisory commission to advise DLNR on the development of a long term plan for ensuring the proper stewardship and maintenance of Waipio valley. Requires DLNR to conduct a flood study for Waipio valley. Appropriation. Effective 7/1/2013.

RELATING TO AFFORDABLE HOUSING. Defines "community land trust". Permits community land trusts to qualify for rental housing trust fund moneys, grants, and other state subsidies and funds. Appropriates funds to the rental housing trust fund for the development of affordable housing projects on state land within transit-oriented development zones and family-oriented support services near the affordable housing projects.

RELATING TO WATERSHED INITIATIVES. Establishes a watershed initiatives program in DLNR. Subjects program employees to the civil service laws. Appropriates funds.

RELATING TO THE CONVEYANCE TAX. Increases the Conveyance Tax on certain real estate transactions and directs an additional ten per cent of Conveyance Tax proceeds to the Natural Area Reserve Fund for watershed protection and invasive species control.

RELATING TO KAPOLEI RECREATIONAL SPORTS COMPLEX. Repeals the provisions providing for the maintenance, operation, management, and promotion of the Kapolei recreational sports complex from the Stadium Authority's statutory framework.

RELATING TO BUREAU OF CONVEYANCES. Repeals the sunset provision of section 2 in Act 120, Session Laws of Hawaii 2009, relating to deregistering land.

Persons wishing to offer comments should submit testimony by 5:00 pm on Sunday January 27, 2013. Testimony should indicate:
· Testifier's name with position/title and organization;
