RELATING TO SUSTAINABLE ALTERNATIVE BUILDING CODE.

Enacts the Sustainable Living Research Act, which allows, subject to regulation by the county planning department, the use of certain land for research, development, and testing of promising, innovative practices, designs and technologies for community development, natural resource conservation, soil improvement, food and timber production, water and energy production, conservation and harvesting, material-conserving construction, and on-site waste management.

RELATING TO THE COUNTIES.

Exempts counties and their employees from liability for removing personal property from public property.

RELATING TO SMALL BOAT HARBORS.

Authorizes the BLNR to consult with and receive assistance from the HCDA with regards to planning, developing, operating, administering, and maintaining small boat harbors.

Status

RELATING TO A FINANCIAL REVIEW BY THE OFFICE OF HAWAIIAN AFFAIRS OF COMPLIANCE WITH SECTION 5 OF ACT 178, SESSION LAWS OF HAWAII 2006.

Authorizes the office of Hawaiian affairs to conduct a financial review of the State's compliance with section 5 of Act 178, Session Laws of Hawaii 2006.

Status

RELATING TO LIABILITY.

Makes permanent certain state and county protections from liability on improved lands.  Makes permanent the protection from liability for county lifeguards, counties, and the State for damages resulting from rescue, resuscitative, or other lifeguard services.

RELATING TO COASTAL AREAS.

Makes permanent Act 160, SLH 2010.  Requires maintenance of public beach accesses by adjacent landowners and imposes penalties for noncompliance.  Establishes shoreline access as an objective of the coastal zone management program.  Requires the department of land and natural resources to provide written notice to property owners affected by Act 160, SLH 2010.

Status

PROPOSING A CONSTITUTIONAL AMENDMENT RELATING TO THE CONSERVATION, CONTROL AND DEVELOPMENT OF RESOURCES.

Proposes an amendment to article XI of the Hawaii State Constitution to include game animals on state lands as resources to be managed and conserved by the State.

Status

RELATING TO WILDLIFE RESOURCES.

Instructs the department of land and natural resources to employ cooperative resource management strategies in the management and administration of the wildlife and wildlife resources of the State.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
