RELATING TO NATIVE WILDLIFE. Increases the environmental response, energy, and food security tax by an unspecified amount until 06/30/15 and then by 2 cents per barrel on 07/01/15, and deposits the increases into the wildlife recovery and rehabilitation special fund. Establishes the wildlife recovery and rehabilitation special fund to support the operations of a facility to respond to oil and fuel-related disasters affecting native wildlife in the State. Effective 07/01/13.

RELATING TO LAND USE. Assesses a surcharge on any land reclassified equal to any increase in the assessed value of the land resulting from the reclassification.

RELATING TO LAND USE. Requires the land use commission, upon request, to extend the time period for which a boundary amendment is effective for at least 2 years if the appropriate county officer or agency determines that the petitioner has substantially commenced development or if other good cause exists.

RELATING TO HISTORIC PRESERVATION. Requires that the historic preservation officer meet professional qualification standards established by the United States Secretary of the Interior. Requires the governor to give notice of the appointment of a state historic preservation officer to the legislature.

RELATING TO TAXATION. Establishes an income tax credit for the rehabilitation or preservation of historic structures in the State.

RELATING TO GROUNDWATER RECHARGE. Establishes an income tax credit for taxpayers who maintain permeable surfaces on their property. Permits a taxpayer to deduct from state income taxes the costs of certifying an organic agricultural operation or determining a qualifying property's net water infiltration.

RELATING TO TRANSFER OF DEVELOPMENT RIGHTS. Allows the land use commission to establish a transfer of development rights program. Specifies certain requirements for transfer of development rights. Allows the creation of a transfer of development rights credit bank. Establishes the conservation stewardship fund. Requires the commission to adopt rules. Appropriates funds from the environmental response revolving fund.

RELATING TO THE DIVISION OF CONSERVATION AND RESOURCES ENFORCEMENT. Restores funds cut from the DOCARE budget over the past 4 years. Appropriates funds.

RELATING TO COMPLETE STREETS. Requires the Hawaii Community Development Authority to establish "complete streets" rules for the community development districts and provide for input from a county whose highway lands are affected by a developer's proposal that includes complete streets prior to decision making. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony no later than 5pm on Thursday, February 7, 2013. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
