RELATING TO APPRAISALS.

Requires valuation of public agricultural or aquacultural land to be based on the land's agricultural or aquacultural use, economic considerations, relevant risk factors, and societal benefits.  In the case of disinterested appraisals, requires that costs greater than one year's existing rent shall be borne by DLNR.

RELATING TO THE OWNER-BUILDER EXEMPTION.

Sets forth specific responsibilities of and protections for owner-builders exempted under chapter 444, Hawaii Revised Statutes.

RELATING TO AGRICULTURE.

Amends the important agricultural land qualified agricultural cost tax credit to allow an additional fifteen per cent credit for drought mitigation.  Deletes reference to a repealed special fund.  Appropriates funds for staffing and consulting expenses.

RELATING TO IRRIGATION.

Authorizes the director of finance to issue GO bonds to finance improvements to various irrigation systems.

Persons wishing to offer comments should submit testimony prior to 5:00 pm on Tuesday, February 12, 2013.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

At the request of the Chair, please limit testimony to 3 minutes.  Additional time may be granted at the discretion of the Chair.
