RELATING TO THE STATE MICROBE. Establishes and designates Flavobacterium a‘ki‘ a‘.in‘ viv.ens (akiainvivens) as the official microbe of the State.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING. Requires a licensing authority to consider in the process for licensure by endorsement or reciprocity nonresident military spouses or service members who have served in a combat zone after September 11, 2001, and service members who provide retirement, separation, or discharge documentation.

RELATING TO MILITARY SERVICE. Expands the scope of eligibility requirements for the Hawaii Medal of Honor to include service members, including members of the Hawaii national guard, United States military reserves, and regular United States armed forces, who commit suicide on the battlefield or when deployed.

RELATING TO THE HONOR AND REMEMBER FLAG. Designates the Honor and Remember Flag as the State's emblem of service and sacrifice by the brave men and women of the United States Armed Forces who have given their lives in the line of duty.

RELATING TO THE NATIONAL GUARD. Prohibits a person from being eligible to serve as an adjutant general unless the person has had at least five years of service as an active commissioned officer in the Hawaii National Guard, whether army, air, or both. Grandfathers the current adjutant general. Effective July 1, 2013.

RELATING TO THE NATIONAL GUARD. Requires senate confirmation of all general officers. Requires the adjutant general appointee to hold the commission of at least a lieutenant general.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

FAX: For testimony less than 5 pages in length, transmit to 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through the website); or

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
