RELATING TO THE PRESERVATION OF HAWAII'S MOVING IMAGES.

Appropriates funds for the ‘Ulu‘ulu:  The Henry Ku‘ualoha Giugni Moving Image Archive of Hawai‘i to support the activities of the moving image archive.

RELATING TO THE JAPANESE AMERICAN EXPERIENCE IN HAWAII.

Appropriates $500,000 for the planning, design, and construction of the Nisei Veterans Legacy Center and a Honouliuli Internment Camp Educational Center.  Release of appropriation is subject to matching funds.  Allows the value of in-kind donations to be calculated in the matching amount, subject to verification by the director of finance.

Designates the Department of Accounting and General Services as the entity responsible for management and operations of Washington Place and establishes a trust fund for its operations.

Establishes a pilot program for the creation of urban art under the direction of the State Foundation on Culture and the Arts, to be repealed on June 30, 2016.

RELATING TO VEHICULAR TAXES.

Provides that a state vehicle weight tax for one vehicle registered for certain permanently totally disabled veterans for a vehicle that has a net weight of ten thousand pounds or less, at $50 or $100 for a vehicle that has a net weight of more than ten thousand pounds.

RELATING TO INTRA-STATE AVIATION.

Exempts the general excise and use taxes on fuel sold from a foreign-trade zone to common carriers for use in interisland air transportation.  Effective 07/01/2013.

RELATING TO COURT ADVISEMENT CONCERNING ALIEN STATUS.

Requires the court to advise criminal defendants of the effects of a guilty or no contest plea on alien status.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
