RELATING TO MOTOR VEHICLES.

Requires all front and back seat passengers to be restrained by a seat belt assembly or child passenger restraint while the motor vehicle is being operating upon any public highway.

RELATING TO VESSELS.

Clarifies that all costs and expenses associated with the impoundment and disposal of an unauthorized vessel by the Department of Land and Natural Resources shall be borne by the vessel owner and clarifies circumstances when no vessel registration shall be renewed or transferred.  (SD1)

Status

RELATING TO INSURANCE.

Implements the recommendations of the motor vehicle insurance verification working group.  Establishes a working group attached to DCCA to assist in development of requests for proposals and vendor selection for a motor vehicle insurance verification program.  Increases annual motor vehicle registration fee.  Removes duplicative and unnecessary requirements for insurance identification cards and safety inspection requirements.  Requires the allocated portion of motor vehicle registration fees to be deposited to the credit of the compliance resolution fund and the allocated portion of fines to be deposited into the general fund.  Effective 07/01/2050.  Sunsets 06/30/2020.  (SD2)

Status

RELATING TO HIGHWAY SAFETY.

Establishes a three-year pilot photo red light imaging detector system program.  Authorizes counties to administer the program.  Makes other amendments regarding highway safety.  Effective 07/01/2050.  Repeals 07/01/2016.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
