Establishes a task force on mobility management.  Requires the task force to establish a transportation framework to assist elders and individuals with disabilities with transportation needs in rural communities.  Appropriates funds.

RELATING TO DRIVING UNDER THE INFLUENCE OF AN INTOXICANT.

Imposes conditions to ensure that persons arrested for driving under the influence of an intoxicant are sober prior to being released from custody.

Amends the definition of a "habitual offender" to also mean a person who was convicted of habitually operating a vehicle under the influence of an intoxicant within ten years of the instant offense of operating a motor vehicle under the influence of an intoxicant.

Authorizes courts to revoke or suspend instruction permits for drivers who commit traffic offenses.

Requires driver education programs to include the distribution of information on organ and tissue donation.

RELATING TO THE MOTOR VEHICLE INDUSTRY LICENSING ACT.

Requires annual used motor vehicle site inspections.  Requires motor vehicle insurance on a vehicle prior to release from auction.  Requires motor vehicles to be insured prior to release from auction.  Amends requirements to obtain a dealer license.  Amends bond requirements in lieu of a flooring line of credit.

Status

RELATING TO HARBORS.

Authorizes the Department of Transportation to adopt rules to impose upon private parties who use state commercial harbors the duty to defend, indemnify, and hold harmless the State against claims that arise from such use.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
