RELATING TO TRANSPORTATION. Conforms state law to the most recent federal regulations to ensure that the Hawaii laws parallel the federal regulations relating to commercial driver licensing.

RELATING TO TRANSPORTATION. Repeals the Commission on Transportation in the Department of Transportation.

RELATING TO ELECTRIC VEHICLES. Appropriates funds to the DOT to study and develop a training program regarding the potential risks involved and precautionary measures needed for emergency personnel who are called to emergency situations involving an electric vehicle.

RELATING TO EMERGENCY RESPONSE VEHICLES. Establishes a temporary emergency response vehicle noise task force to determine the impact of the emergency response vehicle sirens in terms of excessive noise, the effect on public safety, and the relative effectiveness of the use of emergency lights instead of the use of sirens at night.

RELATING TO HARBORS. Authorizes department of transportation to issue revenue bonds for capital improvement projects for harbor improvements.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 1 copies (including an original) to Room 327 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6221 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
