RELATING TO VESSELS. Clarifies that all costs and expenses associated with the impoundment and disposal of an unauthorized vessel by the Department of Land and Natural Resources shall be borne by the vessel owner and clarifies circumstances when no vessel registration shall be renewed or transferred.

RELATING TO HARBORS AND PARKS DEVELOPMENT. Establishes the Harbors and Parks Development Authority to coordinate and administer programs to make optimal use of harbors and park lands, while ensuring that the public lands are maintained for the people of Hawaii.

RELATING TO COMPLETE STREETS. Requires the Hawaii Community Development Authority to develop and adopt complete streets design standards and street plans for the community development districts.

RELATING TO FUNDING FOR PARKING FOR DISABLED PERSONS. Increases the state vehicle registration fee by $1, to be deposited into the Disability and Communication Access Board Special Fund to cover the costs of administering the parking program for persons with disabilities.

RELATING TO TRAFFIC INFRACTIONS. Requires the state director of finance to transmit to the counties a percentage of fines and forfeitures collected for uncontested traffic infractions that are in excess of amounts required by the State for administrative costs of the traffic violations bureau.

RELATING TO MOTOR VEHICLES. Requires the State to forward the proceeds from uncontested traffic infractions relating to the use of mobile electronic devices while operating a vehicle to the county in which the infraction was committed.

RELATING TO RENTAL MOTOR VEHICLE SURCHARGE TAX. Requires the rental motor vehicle surcharge tax for car-sharing organizations to be prorated at 12.5 cents per hour for rentals of less than six hours and at existing per day rates at or longer than six hours. Defines car-sharing organization.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

FAX: For testimony less than 5 pages in length, transmit to 808-586-6221 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
