Status

RELATING TO THE REVIEW OF HISTORIC PRESERVATION PROJECTS.

Authorizes the phased review of certain projects by the Department of Land and Natural Resources' State Historic Preservation Division to ensure consistency between state and federal law.  Effective January 1, 2050.  Deletes language that provided the governor with the option to request the Hawaii advisory council on historic preservation to report an action to overrule or sustain a department when an agency, officer, or other person is dissatisfied with a decision of the Hawaii historic places review board.  (SD1)

Status

RELATING TO WATER.

Establishes a two-year pilot program requiring DAGS, DOT, and DLNR to implement irrigation water conservation best management practices, as established by the Landscape Industry Council of Hawaii.  Requires DAGS, DOT, and DLNR to submit a report regarding the results of the pilot program.  Makes an appropriation.  Effective 07/01/2050.  (SD2)

Status

RELATING TO TRANSPORTATION.

Allows state agencies that assume maintenance of disputed roads to improve the condition of the disputed road without incurring liability.  Specifies that if a county accepts by resolution the dedication of a road in limbo, the county shall not be liable for injury or damage sustained while using that road for ten years after acceptance of that road by resolution.  Specifies that a county agency maintaining or repairing a road whose ownership is in dispute between the State and the county shall not be liable to any person for injury or damage sustained when using that road.  Effective 7/01/50.  Repeals December 31, 2023  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes.  This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
