RELATING TO MOTOR VEHICLE LICENSING.

Amends driver's licensing law to correct arbitrary application of license expiration for drivers over the age of seventy-one.

RELATING TO STATEWIDE TRAFFIC CODE.

Makes it a violation to drive a motor vehicle, trailer, or semi-trailer equipped with dangerous wheels.  Defines dangerous wheels.

RELATING TO HIGHWAY TRAFFIC SAFETY.

Requires, when a highway has four lanes moving in the same direction, the operator of a commercial motor vehicle to drive in the right most lane.  Provides certain exceptions.

RELATING TO HARBORS.

Authorizes department of transportation to issue revenue bonds for capital improvement projects for harbor improvements.

RELATING TO DRIVING UNDER THE INFLUENCE OF AN INTOXICANT.

Imposes conditions to ensure that persons arrested for driving under the influence of an intoxicant are sober prior to being released from custody.

RELATING TO RENTAL MOTOR VEHICLE SURCHARGE TAX.

Requires the rental motor vehicle surcharge tax for car-sharing organizations to be prorated at 12.5 cents per hour for rentals of less than six hours and at existing per day rates at or longer than six hours.  Defines car-sharing organization.

      Status & Testimony

RELATING TO BICYCLE SAFETY.

Requires the operator of a bicycle to provide an audible warning by bell, horn, or other sound emitting mechanism when approaching and overtaking a pedestrian on a sidewalk or sidewalk area.
