Requires the comptroller and the state foundation on culture and the arts to commission permanent works of art to honor the late U.S. Senator Daniel K. Inouye and the late U.S. Representative Patsy T. Mink.  Appropriates funds.

RELATING TO THE STATE FOUNDATION ON CULTURE AND ARTS.

Appropriations funds to DAGS for the state foundation on culture and the arts.

RELATING TO PUBLIC ARCHIVES.

Clarifies the duties of the State Archivist to enable the agency to address the management of the digital archives and protection of electronic records of enduring value and to establish the State Archives Preservation and Long-Term Access Special Fund.

RELATING TO PUBLIC UTILITIES.

Requires the bills of telecommunications carriers to contain only charges for products and services which are authorized by the consumer.  Specifies prohibited "cramming" practices in phone bills.  Requires public utilities commission to adopt additional rules to safeguard billings.

RELATING TO INSURANCE.

Permits insurers to send electronic notices and documents relating to insurance and insurance policies.  Requires an insurer to obtain the consent of a party prior to sending the party electronic notices and documents.  Permits a party to withdraw consent for electronic notices and documents.
