RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS.

Appropriates funds to support operations and the purchase of equipment required to support the Pacific international space center for exploration systems activities.

RELATING TO INTOXICATING LIQUOR.

Authorizes the liquor commission to conduct and fund state and county alcohol abuse treatment and prevention activities.  Allows liquor license fees to be used for those activities.

Makes it a misdemeanor for a licensee to recklessly sell, serve, or furnish any liquor to, or allow the consumption of any liquor by any minor.  Effective July 1, 2013.

Requires county liquor commission to adopt or amend rules by July 1, 2014, regarding conduct of patrons and to define the term "dancing".

Authorizes the judicial council to nominate persons for appointment to a county ethics commission; provided that the county's charter or ordinance requires members of the commission to be appointed from nominations made by the judicial council.

RELATING TO COUNTY GAMBLING ORDINANCES.

Clarifies the authority of counties to adopt gambling laws that do not conflict with state laws.

Requires the assessment of impact fees prior to issuance of a water meter and requires that impact fees be collected in full before or upon issuance of the water meter.

RELATING TO GOVERNMENT MOTOR VEHICLES.

Expands the exceptions on the use of a government motor vehicle for personal use to include an officer or employee of any county board of water supply, rather than only the board of water supply of the city and county of Honolulu.

RELATING TO ECONOMIC DEVELOPMENT.

Expressly prohibits the enactment of county ordinances relating to the protection of property and the order and security of inhabitants, if the ordinances conflict with the intent of state or federal statutes, rules, or regulations.

RELATING TO FIRE PROTECTION.

Clarifies the authority of the county fire chief to examine building plans and documentation to ensure that they are in compliance with the fire code and life safety standards.  Requires the approval of plans and issuance of permits before work may begin.
