RELATING TO VETERANS.

Makes permanent provisions relating to residency requirements for the burial in veterans cemeteries of armed service members and their dependents.

RELATING TO VETERANS DISABILITY BENEFITS.

Exempts federal veterans disability benefits from seizure to enforce a court judgment, except for certain child and spousal support cases.

RELATING TO VETERANS RIGHTS AND BENEFITS.

Prohibits demonstrations within 300 feet of the entrance or within 150 feet from routes of entry or exit of any state or county veterans cemetery from 60 minutes before to 60 minutes after the funeral.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING.

Clarifies that licensing authorities shall consider relevant education, training, or service completed by service members.  Specifies which service members are subject to these provisions.  Permits licensure by endorsement or licensure by reciprocity in certain situations for service members.  Establishes procedures for service members to receive a license by endorsement or license by reciprocity.  Permits issuance of a temporary license if certain requirements are met.  Requires the licensing authority to expedite consideration of the application and issuance of a license by endorsement, license by reciprocity, or temporary license to a qualified service member.

RELATING TO A MEMORIAL.

Directs the Office of Veterans' Affairs, with the assistance of the Department of Accounting and General Services and Department of Defense, to develop a plan to establish a memorial honoring the veterans of the Persian Gulf War, Operation Desert Storm, Operation Iraqi Freedom, Operation Enduring Freedom, and Operation New Dawn.  Requires a report to the Legislature.

RELATING TO FAMILY LEAVE.

Allows an employee with a family member in the United States armed forces who is on active duty or notified of a call to active duty, to use family leave for certain activities for which an employee may take military family leave under federal law.  Effective July 1, 2013.

RELATING TO CORRECTIONS.

Allows committed persons to create and place for sale approved products and crafts. Allocates proceeds to rehabilitation programs, the crime victim compensation special fund, and the committed person's account. Requires department of public safety to study other states' practices on the making and sale of arts and crafts by inmates. Requires a report to the 2014 legislature.

Requires a financial and management audit of the department of public safety commissary operations and out-of-state commissaries where Hawaii inmates are confined.

MAKING AN APPROPRIATION FOR PUBLIC SAFETY PROGRAMS.

Makes appropriation to the department of public safety to contract with community-based non-profit organizations to provide mentoring, restorative circles, farming, artisan skills, cognitive restructuring, and cultural healing services to inmates and former inmates.

Appropriates funds for state programs related to the re-integration of offenders into the general population.

Appropriates funds to expand the restorative reentry circles pilot program to correctional facilities statewide.

RELATING TO PUBLIC SAFETY.

Requires the department of public safety to assess and refer inmates to the Hawaii paroling authority (HPA) for possible medical release.  Allows an inmate to be considered for medical release at the request of the director, the inmate, or the inmate's representative, if the inmate meets specified criteria.  Requires the HPA to grant or deny the request after a hearing, to set reasonable conditions on an inmate's medical release, and to promptly order an inmate returned to custody to await a revocation hearing if the HPA receives credible information that an inmate has failed to comply with any reasonable conditions of medical release.
