RELATING TO THE REENTRY COMMISSION. Replaces the Reentry Coordinator with the Director of Public Safety as an ex officio nonvoting member of the Reentry Commission.

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in federal law on controlled substances; amends section 329-14 to add new controlled substances emergency scheduled by the State under section 329-11; and amends section 329-75(h) to limit the penalty to violations of section 329-75(g) relating to pseudoephedrine.

RELATING TO PUBLIC SAFETY. Requires the department of public safety to form a working group to define and delineate the duties and responsibilities of process servers under its jurisdiction, create a process to obtain certification for the sheriff division from the Commission on Accreditation for Law Enforcement Agencies, Inc., to ensure that proper law enforcement policies and procedures are enacted and followed, create a process of registration for process servicers in the state, and address other issues deemed relevant by the working group or by the department of public safety. Requires a report to the legislature.

RELATING TO PAROLE. Establishes an earned-time program under which a person may be eligible for parole prior to the expiration of the person's minimum term of incarceration. The person must show progress toward rehabilitation with improved social skills or participation in educational, occupational, or counseling programs. Requires the department to review each person's performance annually to determine if the person merits an earned-time deduction.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 311 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8529 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
