RELATING TO PUBLIC SAFETY. Requires the department of public safety to assess and refer inmates to the Hawaii paroling authority (HPA) for possible medical release. Allows an inmate to be considered for medical release at the request of the director, the inmate, or the inmate's representative, if the inmate meets specified criteria. Requires the HPA to grant or deny the request after a hearing, to set reasonable conditions on an inmate's medical release, and to promptly order an inmate returned to custody to await a revocation hearing if the HPA receives credible information that an inmate has failed to comply with any reasonable conditions of medical release.

RELATING TO WRONGFUL IMPRISONMENT. Provides compensation and services to persons who can demonstrate they were wrongfully convicted of a crime and imprisoned.

RELATING TO COURT ORDERS TO PROVIDE MEDICAL TREATMENT FOR INMATES AND DETAINEES IN CORRECTIONAL FACILITIES. Provides for the filing of a petition for involuntary medical treatment in either the district or circuit court; allows for a declaration to be filed with the petition as an alternative to an affidavit; expands the court's ability to continue the hearing on the petition for good cause; gives the court more flexibility in deciding when a guardian ad litem is necessary; changes the time requirement for filing for a court order for medical treatment from a period of within two days of an examination of the person to within five days; redefines the persons who must be notified of the petition; and clarifies the effective expiration date of the order for persons who return to custody after release.

RELATING TO CORRECTIONS. Authorizes DPS to adopt rules for submitting eligible claims for inmate health care to medicaid. Authorizes DPS to implement automated systems for billing, payment, and recovery of overpayments.

RELATING TO EMERGENCY MEDICAL SERVICES. Appropriates funds to demolish the Ewa Beach fire station and construct a LEED certified EMS facility at the same location.

RELATING TO FIRE SAFETY. Establishes a residential kitchen fire task force to develop plans to address the dangers of residential kitchen fires. Report to the 2014 legislature.

RELATING TO ELECTRONIC PRESCRIPTIONS. Amends the Uniform Controlled Substances Act in Chapter 329, Hawaii Revised Statutes, by adding definitions consistent with federal law, clarifying the conditions for electronic transmittal of prescriptions, and adding and clarifying violations of prohibited acts.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
