RELATING TO THE CORRECTIONS POPULATION MANAGEMENT COMMISSION.

Adds the OHA administrator and a member of the public, who is knowledgeable about issues relating to the criminal justice system and has substantial experience or expertise in traditional Native Hawaiian practices, to the corrections population management commission.

RELATING TO TRAINING.

Requires OHA to establish, design, and administer a training course in native Hawaiian matters for specified members of boards, councils, and commissions.  Requires those members to take the course within six months of their respective appointments.

Appropriates funds for the office of Hawaiian affairs for the fiscal biennium beginning 07/01/2013 and ending 06/30/2015.  Effective 07/01/2013.

Clarifies statutory provisions relating to composition and quorum of island burial councils.

RELATING TO HAWAIIAN LANGUAGE.

Designates the month of February as "Olelo Hawai‘i Month" to celebrate and encourage the use of Hawaiian language.  Requires that all letterheads, documents, symbols, and emblems of the State and other political subdivisions include accurate and appropriate Hawaiian names and language.  Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation.  Clarifies that the full text of bills and other official documents are not required to be written in Hawaiian and that misspelled or incorrectly punctuated Hawaiian words and names shall not invalidate the documents or render them unenforceable and no cause of action shall arise accordingly.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Provides that $10,000,000, from the public land trust shall be expended by that department of Hawaiian home lands for development of farm and home ownership.  Requires the departments and agencies that use the lands within the public land trust to transfer $2,500,000, quarterly to DHHL.

MAKING AN APPROPRIATION FOR STATE LIFEGUARDS.

Appropriates funds for salaries and benefits for lifeguards for Kua Bay, Kekaha Kai state park, on the island of Hawaii an area under the jurisdiction of DLNR.
