Requires OHA to either administer or approve a third party to administer a mandatory training course in native Hawaiian and Hawaiian matters to members of certain state councils, boards, and commissions.  Requires those members to take the course within one year of their respective appointments.  Effective 07/01/2050.  (SD2)

RELATING TO OCEAN RECREATION.

Amends the definition of "thrill craft".  Prohibits the operation of more than one parasail vessel at any given time in state waters per permit for counties with populations over 700,000.  Limits the number of vessels thrill craft permit holders may operate for rent per permit.  Effective 07/01/2050.  (SD2)

Status

RELATING TO THE KAHOOLAWE ISLAND RESERVE.

Clarifies the offenses for which property is subject to forfeiture under chapter 6K, Hawaii Revised Statutes, relating to the Kaho‘olawe island reserve, including any activity prohibited by rules of the island reserve and any violation of rules regulating fishing in waters within the island reserve, except by persons or vessels within one nautical mile of the boundaries of the island reserve.  Clarifies that property seized in accordance with section 199-7, Hawaii Revised Statutes, may be forfeited and any natural resource seized may be disposed of as provided by law.  Effective 07/01/50.  (SD2)

Status

RELATING TO CABLE TELEVISION.

Requires the director of commerce and consumer affairs to work with various interested stakeholders and assess the best method to ensure dedicated funding for the development of a Hawaiian television channel and report to the legislature.  Appropriates funds to ‘Oiwi TV for the production and distribution of Hawaiian language content on cable television.  Effective 7/1/2050.  (SD2)

AUTHORIZING THE ISSUANCE OF A TERM, NON-EXCLUSIVE EASEMENT COVERING A PORTION OF STATE SUBMERGED LANDS AT LANIKAI, KOOLAOPOKO, OAHU, FOR SEAWALL AND REVETMENT PURPOSES.
