RELATING TO LABOR. Increases minimum wage to $8.25 starting 01/01/14, $8.75 starting 01/01/15, and $9.25 starting 01/01/16 and ending 12/31/16. Authorizes DLIR to adjust the minimum hourly wage thereafter in accordance with the Honolulu region consumer price index. Effective 7/1/50. (SD2)

RELATING TO PROFESSIONAL EMPLOYER ORGANIZATIONS. Repeals chapter 373K, Hawaii Revised Statutes. Clarifies professional employer organization responsibilities with respect to meeting the statutory requirements of the repealed chapter 373K, Hawaii Revised Statutes, and the nexus between the registration of professional employer organizations and qualification for the state general excise tax exemption. Requires professional employer organizations to obtain a bond on a sliding scale that is based on total payroll amount. Effective 7/1/2050. (SD2)

RELATING TO BREASTFEEDING IN THE WORKPLACE. Requires certain employers to provide reasonable time and location shielded from view or intrusion by coworkers and the public for breastfeeding employees to express breastmilk in privacy. Requires covered employers to post a notice. Establishes a civil fine. Effective 07/01/50. (SD1)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Sets the base monthly contributions for health benefit plans, including two-party plans, paid by the State and counties for retired employees to unspecified amounts beginning 01/01/14. Effective 01/01/50. (SD2)

RELATING TO COLLECTIVE BARGAINING. Copies of the proposed HD 1 are available in room 309 and on the Legislature's Web site: http://www.capitol.hawaii.gov. Proposed HD 1 Requires mandatory and binding arbitration for bargaining units (1), (5), and (7) if the employer imposes any term of a collective bargaining agreement proposal without the agreement of the exclusive representative. DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
