RELATING TO HEALTH. Requires employers to provide a minimum amount of paid sick and safe leave to employees to be used to care for themselves or a family member who is ill, needs medical care, or is a victim of domestic violence, sexual assault, or stalking.

RELATING TO EMPLOYMENT SECURITY. Authorizes certain private employers to administer a work-sharing plan to avoid temporary layoffs, if approved by the DLIR. Allows employees under a work-sharing plan to receive unemployment benefits to compensate for lost wages.

RELATING TO THE HAWAII EMPLOYER‑UNION HEALTH BENEFITS TRUST FUND. Eliminates medicare part B reimbursements for employee-beneficiaries or spouses of employee-beneficiaries who are hired after 6/30/13. Clarifies the amount to be paid to the EUTF by public employers for the medicare part B premiums of certain beneficiaries. Effective 7/1/13.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Beginning 07/01/15, prohibits the Hawaii employer-union health benefits trust fund from offering medical benefits plans that pay or reimburse providers under a fee-for-service model. Requires the board of trustees to evaluate alternative payment models to replace the fee-for-service model and submit a report to the governor and legislature before the regular session of 2015. Appropriates funds for the evaluation.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Provides for the automatic deposit of general excise tax revenues into the Hawaii employer-union health benefits trust fund until such time that the trust fund's unfunded actuarial accrued liability is fully amortized. Effective July 1, 2014.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Adds an eleventh member to the EUTF board of trustees to represent the general public. Changes board voting to one-vote per member. Changes quorum to a simple majority of the board. Requires board action to be made by a majority of the board, except when a greater number is required by law. Imposes fiduciary duty on board members. Requires board to amortize unfunded liability of EUTF within 30 years from 1/1/14.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Amends composition and certain powers and duties of the Hawaii employer-union health benefits trust fund board of trustees. Makes appropriation.

RELATING TO EMPLOYMENT. Establishes job security requirements upon the divestiture of a covered establishment if the covered establishment employs 100 or more persons.

RELATING TO CHARTER SCHOOLS. Allows governing boards of charter schools and exclusive representatives to enter into master agreements separate from any other master agreement collectively bargained for between the exclusive representatives and department of education, as defined in chapter 89, HRS.

RELATING TO EDUCATION. Reforms the public education system by among other things, establishing student-teacher ratios and heterogenous classroom composition, incorporating the AVID system, requiring internet access, community involvement, and external assistance, requiring specified data on the department website, expanding statewide performance standards to enable students to achieve international competitiveness, requiring specified tests in electronic format, setting teacher salaries commensurate with educational attainment, and authorizing the discharge of teachers who fail to improve performance outcomes. Appropriates funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
