RELATING TO VETERINARY MEDICINE. Prohibits pet animal owners and owners' employees from performing surgical procedures, including surgical birth, ear cropping, tail docking, dewclaw removal, and debarking on the pet animal without being a licensed veterinarian, with some exceptions. Makes intentional or knowing violation of this prohibition a class C felony. Specifies that accepted veterinary practices and cropping or docking as customarily practiced, shall not be considered cruelty to animals in the first degree if performed by a licensed veterinarian. Effective July 1, 2112. (SB8 HD1)

RELATING TO ANIMALS. Prohibits persons convicted of cruelty to animals in the first degree and second degree from possessing, owning, or residing with an animal involved in the offense for a minimum of two years and one year, respectively, from the conviction date. Effective July 1, 2112. (SB9 HD1)

RELATING TO ANIMALS. Amends the Residential Landlord-Tenant Code to provide for security deposits that include an additional sum to pay for damages caused by any animal, other than a service animal, allowed to reside in the premises pursuant to the rental agreement. RELATING TO FORECLOSURES. Establishes a notice of postponement or cancellation of sale requirement under part IA, chapter 667, Hawaii Revised Statutes, relating to judicial foreclosures. Effective July 1, 2112. (SB960 HD1)

RELATING TO FINANCIAL DISCLOSURE. Requires a state employee or legislator to disclose every source of annual income that totals more than the employee's or legislator's annual salary if that source is a registered lobbyist or lobbying organization. Effective July 1, 2113. (SB848 HD1)

RELATING TO THE CODE OF ETHICS. Proposed HD2: Makes the financial disclosure statements of members of state boards and commissions available for public inspection. Clarifies the fair treatment law by separating out certain limitations placed on task force members and makes clear that legislators are not prohibited from taking action in the exercise of the legislator's legislative functions.

RELATING TO MENTAL HEALTH TREATMENT. Establishes an assisted community treatment program in lieu of the involuntary outpatient treatment program. Replaces the term "involuntary outpatient treatment" with "assisted community treatment". Defines "obviously ill". Makes several amendments regarding involuntary outpatient treatment procedures. Effective July 1, 2050. (SB310 HD1)

RELATING TO EMERGENCY SCHEDULING OF CONTROLLED SUBSTANCES. Requires the Department of Public Safety to post a public notice thirty days prior to the effective date of the emergency scheduling action, at the State Capitol, in the Office of the Lieutenant Governor, and on the department's website for public inspection.

RELATING TO THE HAWAII PAROLING AUTHORITY. Allows designees to be appointed to the panel that nominates members for the Hawaii Paroling Authority. Requires certain information regarding parole decisions by the Paroling Authority to be made public in a specified timeframe. Requires three Paroling Authority panel members for quorum, unless there is a recusal due to a conflict of interest, then only two panel members. Effective January 1, 2050. (SB1176 HD1)

RELATING TO THE REENTRY COMMISSION. Replaces the Reentry Coordinator with the Director of Public Safety as an ex officio nonvoting member of the Reentry Commission.

RELATING TO JUVENILES. Provides the option of participating in a restorative justice program for children who are undergoing informal adjustment by a court or other designated agency, which program may involve the child and the child's parents or guardian meeting with the victim harmed by the child's law violation. RELATING TO EXEMPTIONS FROM CHILD CARE LICENSING. Allows a child care program licensed by the United States Department of Defense or the Hawaii Council of Private Schools to be exempt from licensing by the Department of Human Services. In order for a child care program licensed by the Hawaii Council of Private Schools to be exempt from licensure by the Department of Human Services, the child care program must apply and show evidence that the licensing standards of the Hawaii Council of Private Schools meet or exceed the licensing standards of the Department of Human Services, and that the standards include a monitoring system that ensures compliance with the standards. Effective 07/02/2014. (HD1)

RELATING TO MOTOR VEHICLES. Requires all front and back seat passengers to be restrained by a seat belt assembly or child passenger restraint while the motor vehicle is being operated upon any public highway. Effective July 1, 2050. (SB4 HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to two minutes.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
