RELATING TO MARIJUANA. Proposed HD1: Creates a civil violation for the possession of twenty grams or less of marijuana subject to a fine of $100 and establishes a cause of action for selling, furnishing, or providing marijuana to a minor.

RELATING TO CRIMINAL PROCEDURE. Excludes certain offenses from eligibility to be granted a deferred acceptance of guilty plea. Effective 07/01/50. (SD1)

RELATING TO INTOXICATING LIQUOR. Amends the misdemeanor offense of promoting intoxicating liquor to a person under age 21 to apply to persons who recklessly, rather than knowingly, commit the offense. Applies the offense to liquor licensees who provide liquor to any minor or allow a minor to consume liquor. (SD1)

RELATING TO ELECTION OFFENSES. Prohibits a candidate from physically handling or possessing the voter registration form, request for absentee ballot form, polling place ballot, or absentee ballot of another person before or during the election. Effective 07/01/50. (SD1)

RELATING TO THE ELECTIONS COMMISSION. Requires the elections commission to conduct a performance evaluation of the chief election officer after each election and submit a written report regarding the evaluation to the legislature. (SD1)

RELATING TO THE UNIFORM MEDIATION ACT. Adopts the Uniform Mediation Act of the National Conference of Commissioners on Uniform State Laws.

RELATING TO ANIMAL CRUELTY. Requires dogs or cats that are captured or killed in a snare or trap to be reported to a county animal control officer. Establishes an animal cruelty offense for the use of steel-jawed leg-hold traps, and the use of snares, conibear, and foot- or leg-hold traps in residential or other prohibited areas; provides exemptions for activities carried out by state and federal agencies; establishes the offense as a misdemeanor. Effective 07/01/50. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to two minutes.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
