RELATING TO REAPPORTIONMENT. Requires reapportionment to be based in part on population data of the total number of permanent residents in the State. Defines "permanent resident" for legislative reapportionment as any individual counted as a usual resident in the last preceding U.S. census within the State of Hawaii. Effective 07/01/50. (SD1)

RELATING TO BOARDS AND COMMISSIONS. Restricts members of boards and commissions who have been reappointed to a second consecutive term and whose reappointment has failed to receive the consent of the senate from serving as a holdover member after the senate adjourns sine die. Effective 07/01/50. (SD1)

RELATING TO WITNESSES. Amends section 621-7, HRS, to increase the per diem payments for out-of-state witnesses in criminal cases. Provides an additional per diem payment for witnesses from any island other than the island on which the court is located, when that witness is required to stay overnight. Effective 7/01/2050. (SD1)

RELATING TO ATTORNEY'S FEES. Clarifies that the attorney general is allowed an award of attorney's fees and litigation costs to the department of the attorney general, but not to the attorney general personally. Effective on 07/01/50. (SD1)

RELATING TO NOTARIES PUBLIC. Clarifies the information required to be on notary seals, authorizes the attorney general to adjust notary commission and renewal fees, and authorizes other fees related to the regulation of notaries public to be established and adjusted by rules.

RELATING TO LEGAL SERVICES. Permits a deputy attorney general, except for the attorney general's first deputy, to provide pro bono legal service if, in the determination of the attorney general, the pro bono legal service does not conflict with the duties of the deputy's office. RELATING TO SIMULATED FIREARMS. Amends the offenses of terroristic threatening in the first degree and robbery in the first degree to include the use of simulated firearms.

RELATING TO CAMPAIGN SPENDING. Requires affidavits to voluntarily limit campaign expenditures to be filed no later than the time of filing nomination papers. Limits the base amount a candidate for prosecuting attorney who voluntarily agrees to limit campaign expenditures to be the same amount as for the offices of state senator, state representative, and county council member. Effective 7/01/2050. (SD1)

RELATING TO CAMPAIGN SPENDING. Separates noncandidate committee contributions that are required to be disclosed and filed in preliminary, final, and supplemental noncandidate committee reports into contributions received and contributions made. Amends the January deadline for filing supplemental noncandidate committee reports.

RELATING TO PROSTITUTION. Makes solicitation of a minor for prostitution a crime. Increases the statute of limitations to bring a cause of action for coercion into prostitution from two to six years. Clarifies the minimum and maximum fine for a person convicted of committing the offense of prostitution. Adds the offenses of solicitation of a minor for prostitution, habitual solicitation of prostitution, and solicitation of prostitution near schools and public parks under the State's forfeiture laws. Amends the definition of "sexual offense" under the sexual offender registry laws to include acts that consist of the solicitation of a minor who is less than eighteen years of age for prostitution.

RELATING TO COMPREHENSIVE PUBLIC FUNDING FOR ELECTIONS. Changes funding formula for the comprehensive public funding pilot project to average the amount of money used by winning candidates in the last two election periods for all county district races. Limits the number of candidates in the pilot program to twenty-five per election period. Effective 07/01/50. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to two minutes.

FAX: For testimony less than 5 pages in length, transmit to 808-586-8504 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
