RELATING TO MEDICAL MARIJUANA. Amends aspects of the Medical Use of Marijuana regime, including definitions of adequate supply, primary caregiver, and reimbursement; confidentiality of growing sites; certifying physician requirements; confidentiality of patient's condition; caregiver to patient ratio; plant transfer; transportation of medical marijuana; qualifying visitors; and registration requirements. Effective July 1, 2050. (HB667 HD1)

RELATING TO VACCINATION GUIDELINES. Authorizes the Department of Health to adopt, amend, or repeal a list of specific vaccines and to adopt, amend, or repeal, as rules, the immunization recommendations of the United States Department of Health and Human Services, Advisory Committee on Immunization Practices, as they apply to the list of specific vaccines. This will ensure that immunizations required, and the manner and frequency of their administration, conform with currently recognized standard medical practices.

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in federal law on controlled substances; amends section 329-14 to add new controlled substances emergency scheduled by the State under section 329-11; and amends section 329-75(h) to limit the penalty to violations of section 329-75(g) relating to pseudoephedrine.

RELATING TO MOPEDS. Requires annual registration and inspection of mopeds. Requires operators of mopeds to enroll in safety courses in order to operate their mopeds. Increases the fine for modifying a moped to $1,000. Effective January 1, 2014. (HB1324 HD1)

RELATING TO PUBLIC LANDS. Allows 999-year homestead leases to be assigned to trustees of land trusts that are created for managing and holding the homestead leasehold estate for the benefit of the lessee and lessee's family members.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
