RELATING TO ANIMAL CRUELTY. Requires dogs or cats that are captured or killed in a snare or trap to be reported to a county animal control officer. Establishes an animal cruelty offense for the use of steel-jawed leg-hold traps, snares, conibear, or foot- or leg-hold traps in residential or other prohibited areas. Provides exemptions for activities carried out by state and federal agencies. Establishes the offense as a misdemeanor.

RELATING TO THE PENAL CODE. Amends penal code to include partners in a romantic relationship as family or household members. Changes penalties for abuse and makes abuse that occurs in the presence of household member under ten a Class C felony.

RELATING TO THE USE OF DEADLY FORCE. Allows the use of deadly force when protecting one's primary dwelling against an intruder who enters the primary dwelling without invitation. Exempts the actor from civil liability for injuries or damages resulting from the use of deadly force. Repeals section 663-1.57, HRS.

RELATING TO LANDOWNERS' LIABILITY. Applies limits on liability under chapter 520, Hawaii Revised Statutes, to government-owned land. Exempts public agencies and employees from liability for injury or damage sustained on government land in the course of mountain climbing, rock climbing, rappelling, or bouldering. (HB625 HD1)

RELATING TO ELECTRONIC PRESCRIPTIONS. Amends the Uniform Controlled Substances Act in Chapter 329, Hawaii Revised Statutes, by adding definitions consistent with federal law, clarifying the conditions for electronic transmittal of prescriptions, and adding and clarifying violations of prohibited acts.

RELATING TO HIGHWAY SAFETY. Prohibits the use of mobile electronic devices while operating a motor vehicle in the State and establishes penalties. Effective July 1, 2050. (HB980 HD1)

RELATING TO PUBLIC SAFETY. Requires the Department of Public Safety to form a working group to define and delineate the duties and responsibilities of process servers under its jurisdiction, create a process of registration, and address other relevant issues. (HB1280 HD1)

RELATING TO COPPER THEFT. Provides state and county entities and employees immunity from liability for any injuries from electrical shock sustained by a person who commits or attempts to commit copper theft of state or county property.

DECISION MAKING TO FOLLOW

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
